The squeaky noise may be the belt itself. Otherwise you may have a bearing going out on your Power Steering pump, or one of the other pulleys. Serpentine belts are not expensive. I would change it/them out first to see if the squeak goes away. If it does not then it sounds like one of your components, power steering, air conditioning compressor, or alternator or air pump may be going out. You can buy a can of belt dressing and spray it on the belt to see if it stops squealing. If it does, then you know the belt is getting bad. The belt dressing is only a band aid. The squeak will return. If you have "belt(s)", then you may want to see if you can take one belt off, run the motor shortly and see if the squeal is still there. If it is, then it's the belt on the engine. If the squeal is gone, you have the culprit in your hand. Do not run the engine long without both belts, just long enough to find out if the belt squeals or not.
Cadillacs and the northstar engine are notorious for squeaky belts. if i were you i would not do it yourself. take it to a dealer mechanic.
Your local auto parts store should have several different brands in stock of belt dressing for squeaky drive belts.
You did not define "squeaky" but if there is a shrill noise when you startup or accelerate under engine load then it could be your serpentine belts slipping. Take a look at the 3 belts and see if they are glazed (shiny). If so then it is best to replace them.

Do NOT "lubricate" the belts. It is likely that the belt is old and probably 'glazed' - or one of the components is not properly lined up with the belt - or the tensioner pulley is too weak or not adjusted properly.
ok pop your hood look to the left of the engine block, by the fan belts below the transmission fluid container which is beside the right engine mount, and you'll see a small cylinder shaped object which is the size of a coke can..roughly. and that's what your looking for. TA-DA ITS MAGIC

All of the 96 Cadillac El Dorado engines come equipped with?ætiming chains, not belts. These do not need replaced under normal circumstances.
If there is any oil, power steering fluid, or antifreeze on your belts it may cause them to slip and squeak regardless of how new and how tight they are. If you have a fluid leak wetting the belts, this leak must be repaired. If the fluid contamination is from any type of oil (including PS fluid) the rubber of the belts may be damaged and the belts will have to be replaced after repairing the leak. Also, you want to be sure that it IS in fact the belts squeaking. Try running the engine with belts removed. It it squeaks without the belts in place, something else is causing the squeak. Also, with the belts removed and the engine stopped, try spinning each pulley (that the belts normally spin) and note any that make noise, feel wobbly, or have a rough (not smooth) feel to the movement.
Squeaking belts are the result of improperly adjusted tensioners and pulleys. The belt slides over the pulley and squeaks. Using a lubricant would defeat the purpose. Also I'm not sure what affect wd-40 would have on the material the belts are made of. To get them to stop squeaking tighten them up. Make sure you use your manual and don't get them too tight.
