When the metric system was developing, the unit of mass was initially the gram. This means that the kilogram is the only base unit to have a prefix, double prefixes are not allowed, so there is no kilokilogram. the prefixes are used as if the gram was the base unit, but the gram is defined as 1/1000 of the international prototype kilogram. The international prototype kilogram is the standard kilogram, in the near future the kilogram will be redefined in terms of the Planck constant to remove variation in the standard kilogram caused by the aging of the international prototype.
