It depends on what type Pokemon you want it to be, the best Defensively that has good HP is Blissey, Milktank has similar features as a health stall, with the lack of HP that blissey has it is not as effective at taking hits but it has the attacking advantage on Blissey, Shuckle is another good Pokemon for defence and works well with rest and toxic to eventually work down the opponent. The Pokemon that can have the best attack is Heracross and Slaking, Slaking has a more attacking role but it has the downfall of its Ability Slack off which means a rest every 2nd turn, Heracross has the advantage of no such ability and the avaliability of different types of moves this may be preferable, However one that may not be expected is Wobbuffet it has a good defence and the countering moves can mean that it is better at taking down an opponent but it is not as useful afterwards as it has no use.
