there is no limit to who is the strongest Pokemon, i could have a level one rattata and beat a lv 100 anything as long as the right strategy was in play. anything can happen, even though my fav Pokemon is charizard, i usually don't have it in my parties because he kinda just overtakes everyone else. its best if you happen to have a well rounded team that has many strengths and few weaknesses but i would have to say arceus
Arceus is the highest stat Pokemon with changable types and has best moveset. Acreus is the best.
