Usually, the best Pokemon is the water type, in this case Oshawott. Tepig, the fire type isn't very fast, while Oshawott is. I'm not sure about the grass Pokemon's name but i think he is faster but hits the least amount of damage. So Bascilly Oshawott would be the way to go. For Damage and Speed wise.
