Each shield defends against certain elements, and certain attack types.

Start dragonslayer class quests, around lvl 4 or 5 you will be able to buy a dragonslayer shield which has awesome all around stats...

there isn't a real answer since its always updated but the biggest fastest and prob the 3rd best would be from the knight boss you can fight in citidal

That's an ok answer but not true, all weapons have average damage of 80, even ones like 88-72, 88+72Divided by two=80 it would take me decades to list all the weapons, go count yourself

Legendary Swords, some of which are obtainable through getting a large pile of cash (roughly 2m) into you're treasury, climbing up you're gold and there's a chest of which you can open, containing a random legendary wep.

When it comes to a "sword" it can depend on your skill, and whether you mean one or two-handed. The strongest weapon I have is (I'm level 74) is my "Oblivion (Legendary)" is a Daedric sword enchanted with 15-20 fire damage along with 114 physical damage. But if you have 100 enchanting, then you can get 2 good effects on a weapon.
