What is the strongest TM move in Pokemon diamond?

The strongest is Hydro Cannon, but water spout is too,(they're both 150)but water spout decreases if the users health is low which makes Hydro Cannon the strongest.BUT WAIT! The problem with Hydro Cannon is that the user has to recharge so it can't attack on the next turn.But still,I think Hydro Cannon is better.

It partially depends on the Pokemon using it, but I think it would be Aura sphere or roar of time. ______________________________________________________________________

The strongest base power is explosion with 250, however if Defense Curl is used before Rollout it doubles the base power to 60, and if Rollout hits all five times, it will double 5 more times... meaning with Defence Curl: 30 x 2 = 60 after Defence Curl then 60 x 2 = 120 then 120 x 2= 240 then 240 x 2 = 480 and one more double topping it out and 960 base power!

I believe the strongest move is Sheer Cold because if you use it, it will kill on contact.

The strongest move, including attack boosters, is rollout. Dude, obviously its explosion and if you have a Life stone on it it will be a killer attack(U get it when u complete Pokemon battle revolution the lady gives u it and it has to be on a torterra.) it does 250 damage but the annoyin thing is that its not SE against ANYTHING! But it still is a killer.

you cant find as a TM but if you have arceus at level 100 it learns judgement which is a move that's type refers to the plate that arceus is holding for eg if you give arceus a splash plate arceus will turn into a water type Pokemon which makes judgement a water type move that can eazly defeat fire
