Having a navigation bar is suitable if you have a website with more than one page that is meant to be accessed by normal users. Not having one would lead to users needing to meorize URL's in order to get to certain areas of your website, which normally becomes a pain. Links leading to other sections of your website also aid in search engine functionality; more of your webpages could be indexed by popular search engines if you link to them somewhere, somehow (a navigation bar would make that easy to do).

It is possible to customize the navigation bar in Windows Explorer. Simply explore the customized settings found under the drop down Tool bar. There one can remove or add different menu functions.
