I can think of no Greek symbol of a C with one horizontal line through it; but a C with two horizontal lines through it (as in €) is the symbol for the EURO currency as used in Greece and the rest of the Eurozone (including France, Germany, Italy, Holland, Spain, etc).

Usually the Greek letter theta is used. It looks like a 0 (zero) with a horizontal line through it.
