AnswerWater is used as a symbol of the spirit because baptism in water is an outwardly visible sign that everyone can see of an inward but invisible repentance that other people cannot see.

John the Baptist preached a baptism of repentance :-

Luk 3:3 He [ie John the Baptist] went into all the region around the Jordan River, preaching a baptism of repentance for the forgiveness of sins.

John knew that his baptism of repentance was inferior to another baptism, that of baptism with the Holy Spirit:-

Mar 1:7 He [ie John the Baptist] proclaimed, "One more powerful than I am is coming after me; I am not worthy to bend down and untie the strap of his sandals.

Mar 1:8 I [ie John the Baptist] baptizeyou with water, but he [ie Jesus Christ] will baptize you with the Holy Spirit."

Jesus was baptized both by and with the Holy Spirit, and this was accompanied by a visible sign:-

Mar 1:9 Now in those days Jesus came from Nazareth in Galilee and was baptized by John in the Jordan River.

Mar 1:10 And just as Jesus was coming up out of the water, he [ie John] saw the heavens splitting apart and the Spirit descending on him like a dove.

Jesus Christ is the one who baptizes people with the (invisible) Holy Spirit:-

Joh 1:32 Then John testified, "I saw the Spirit descending like a dove from heaven, and it remained on him.

Joh 1:33 And I did not recognize him, but the one who sent me to baptize with water said to me, 'The one on whom you see the Spirit descending and remaining - this [ie Jesus Christ] is the one who baptizes with the Holy Spirit.'

Baptism with the Holy Spirit supercedes John's baptism of repentance with water :-

Act 19:3 So Paul said, "Into what then were you baptized?" "Into John's baptism," they replied.

Act 19:4 Paul said, "John baptized with a baptism of repentance, telling the people to believe in the one who was to come after him, that is, in Jesus."

Act 19:5 When they heard this, they were baptized in the name of the Lord Jesus,

Act 11:16 And I remembered the word of the Lord, as he used to say, 'John baptized with water, but you will be baptized with the Holy Spirit.'

In baptism, water (which you can see) symbolizes the Holy Spirit (which you can't see).
