To call the UK from Ireland, replace the UK trunk prefix 0 with the Irish international access prefix 00 and the UK country code +44. In other words, (fictitious) UK number 01632 960123 becomes 00 44 1632 960123.
The same procedure applies for UK mobile numbers.
If you're calling on a GSM mobile phone, the best procedure is to enter the UK number in full international format; in the example above, that would be +441632960123.
There is a special case, though, for calls from the Republic of Ireland to landlines in Northern Ireland. Instead of dialing 00 44 28, you can use the shortcut code 048.
You would start by dialling 00 44 and then the code for the local area in England that you are ringing and then the actual local number.

The telephone country code for the United States is +1, which is dialed as 00 1 from the UK. New Jersey and New York have many different area codes.
To call Germany from another country, dial +49 then the German area code and telephone number. Replace the + with 00 if calling from Europe, 011 if calling from US or Canada, etc.
