There are actually three changes of state that release energy. Liquid to solid, gas to liquid, gas to solid.
Melting and boiling.

Technically, when a substance changes state, its temperature increases or decreases during that change. EX. gas to liquid is exothermic, meaning it gives off heat during the process.
Depends on the substance. For example, water (at reasonable pressure) changes states at 100 degrees Celsius and a 0 degrees Celsius.
