The term you are looking for is 'inertia'.
As you can observe, they will not ALWAYS be at rest. Objects have a tendency to remain at rest, because:* Inertia means that if no force acts on an object, it will remain at rest if it was at rest; or, if it was moving, it will continue moving at the same velocity. * Friction forces will usually slow objects down.
Inertia
the tendency of a body at rest to remain at rest and of a body in motion to remain in motion

They will stay at rest until a force is applied to move it. This is due to the lack of energy it posseses.
Isaac Newton's first law of motion says that an object at rest tends to remain at rest. Newton's second law says that an object in motion tends to remain at motion in a uniform velocity unless acted upon by an outside force. Together, these are "inertia"; the tendency of stopped objects to stay stopped, and of moving objects to continue movement.
This is Newton's Second law of motion. Newton's First Law of motion says "A body at rest tends to remain at rest." The Third Law says "For every action, there is an equal and opposite reaction. "

The tendency of a body to remain at rest or motion is called INERTIA. It is accounted in Newton's first law of motion saying force is required to remove inertia from a body
