That is a theory that, while the Universe expands, new matter is created (at a very slow rate); the final result is that the Universe looks the same today as in the past. This is an alternative to the Big Bang theory (while acknowledging the expansion of the Universe); however, it contradicts more recent observations. In the past, the Universe was indeed quite different from today.
