The time signature comes after treble clef when writing a piece of music.
Time is not a sound at all. Time is an element of music, a necessary component of any piece of music and any piece of performance art.

Whilst there is nothing to stop someone scoring a piece of music in 2/2 time and making the tempo fast, this time signature is much more suited to slower music. (It would be illogical to write a fast piece of music entirely in 2/2 time instead of 4/4.)
Practice, practice, practice. If you can't get your notes right, try playing a scale! If you know your music notes but you can't play it fast/slow enough, play it slow and go a little faster each time if you get it right. Do that and you'll be playing that piece of music in no time!
