it depends on your engine:
1) 4G64/G (galant?) 3-7 before tdc
2) 4G64/L (lancer?) 2-8 before tdc
Its in the distributor
Coil?Computer?
You can get a distributor's wiring diagram for a 1995 Galant online at places like The Galant Center. You can also find the diagram at Mitsubishi Motors.
If the fluid is full, it could be as simple as the thermostat otherwise its the water pump.
If it is the same 2.4 engine

the water pump is behind the timing belt,depending on how mechanically inclined you are it could take a few hrs-a few days.its a very big job
on my '95 galant, the fuse block is under the dash to the left in the driver's compartment just forward of the kick panel. it has a snap-off plastic cover.
I'm not positive but, i don't think the '95 galant or other yrs. have a "pump relay switch". they do have a pressure regulator and a relief valve. i would check your local dodge or Mitsubishi dealer and ask them.
The "ignition modulator" is the power transistor (ignition module) and is an integral part of the distributor.
The flasher is Under the left side of the instrument panel. Near the interior fuse box. There may be a plastic cover over it.
for a 95 eclipse it cost $399 parts and labor.
