A lot of luck. The only way Mirage Island will show up in your game is if the randomly generated ID # for Mirage Island matches with the ID # of the first Pokemon in your party. So in order to even have a CHANCE at seeing mirage Island, you'll need to catch LOTS of Pokemon. And I mean finishing the whole Pokedex and catching duplicates as well.
