Canadian passport photos should be taken by authorized photographers (they should stamp their location and the date at the back of the photo) and then you need to have your guarantor certify that the picture is the true likeness of you by writing and signing it at the back of one photo.Most likely, it is because of the time it takes for the guarantor to sign the application and photo that they don't take your picture at Passport Canada offices.
