Because there is no longer any mass to fill the balloon , and the rubber type are not so elastic, especially if the balloon blown few hours ago , kind of stretch mark
A hot air balloon is normally powered with propane. Other than that, it is just ordinary air used inside the balloon.
A barometer.
A proboscis with a syringe-like part inside of it.
It could possibly be many types of gasses. The most common is helium(He)
The balloon has stored potential energy (elastic energy); by releasing the air or other gas, this is converted into movement, formally called kinetic energy.

It depends what type of gas it is. With air inside a balloon will just stay still, will be easy to lift and when you kick it like a ball it will slowly go up and then come back down again. If you have helium in a balloon, the balloon will try to go to the highest point it can get, if you go outside and let go of a balloon it rise and go far above the clouds until the balloon starts to wear out so the helium starts to slowly come out so the balloon slowly comes down.
