Hot wall condenser is used in manual defrost freezers, or cheep refrigerators with the coil on the back. Dynamic condenser's are used on side by side refrigerators or outdoor a/c condensers with a fan to cool them. the difference is power air flow on dynamic or natural convection ( no power fan ) on hot wall.

The condenser fan is more likely to run when the car is idling. So if it NEVER comes on when idling you definitely have a problem. If the condenser is not cooled, then your compressor could get overloaded. It may be a problem with a relay that is preventing the fan from running - or some other issue.

Yes One is called a "Radiator fan" and the other a "Condenser fan." The Radiator fan comes on when the engine coolant temperature is above 106C (223F). The Condenser fan comes on when you activate the Air Conditioning.
