Try gelatin. Dissolve gelatin in hot water and mix with hot glycerin. When it cools you will have glycerin jelly. The more gelatin, the harder the jelly.
Soft gelatin capsules are produced from a glycerin-gelatin base. The glycerin is used to form a flexible shells. Two sheets of glycerin-gelatin base with hemispherical or elliptical recesses are fed between two rollers.
