I have researched this question and although I have found information on the Communities of Excellence program and there was mention of an award, I have found nothing indicating the award was more than a trophy. I do not believe what you have is a coin but more likely a medal or something along those lines. The government has authorized the issuance of hundreds of medals and private mints produce their own as well. Medals and such are a little beyond the scope of this particular question category [US Coins] but I offer what little I know. Perhaps you could take the coin/medal to a coin dealer since some also deal in medals and such and maybe you could get a better idea of what you have from someone who can actually see it. Also there may be someone else on WikiAnswers who can add more information to what I have offered.
