I'm not able to find a listing for a federally-issued $20 bill with that date. Before the Federal Reserve was established, it was common for private banks and other institutions to issue bills under federal charter so you may have one of those. Please post a new question with more details including any bank name and a description of the images on the bill. You can use the Discussion area to add more information if the question is too long.

Please look at your bill more closely; the date should be 1934. There's more information at the question "What is the value of a 1934 US 20 dollar bill with HAWAII on it?"
