Answer

There were no red seal $20 notes issued by the U.S. in 1929. If you have a National Currency note its seal will be brown.

You need to check the issuing bank to determine its value. For more information, see the price guide at:

http://www.uscurrencyauctions.com/$20notes.htm

It's also possible that the bill you have has faded or otherwise changed color over the last 80 years. The front of a 1929 note looks very different from the more common Federal Reserve Notes issued at the same time. See the Related Link for a sample of one bank's printing.

What's National Currency?

National Currency notes were issued by private banks under a charter from the federal government. They were first authorized during the Civil War and were discontinued in 1929 as the Federal Reserve system gradually assumed authority for all currency printed in the U.S.

Only brown seal notes were issued in 1929. If yours is red, then it's been altered -- perhaps gone through the laundry with bleach? If so, it's lost any significant collector value.

What is the value of a 1929 red seal 5 dollar bill that says the chase national bank of new york?

A 1929 5 dollar bill from Chase is pretty common and probably worth between $5 and $8. However the seal should be brown rather than red. Red seals were used on United States Notes, while 1929 $5 bills were issued as National Currency Notes.
