In any case you did not state the bill's denomination, so it's pretty hard to look up a value. Could you post a new question with the denomination and condition, and without the serial number? Thanks!

If you mean the federal reserve missing the nine trillion dollars. Then it's trillion.
The United States Constitution spells out a number of powers that belong to the Federal government. It also specifies that any powers not given to the Federal government are reserved for the states.
