Australian pennies were never made of steel, only copper. An Australian 1944 Penny (depending on where it was minted), uncirculated and in absolute mint condition could fetch up to $275 AUD. If it has been rattling around in somebody's pocket but still in good condition, it might fetch up to $1 AUD. There were 30.28 million minted. A reputable coin dealer will be able to advise a more accurate quotation.
The Royal Australian Mint has never produced a steel Penny or any other denomination of Australian coin in any year.

The 1944 steel penny is worth between $75,000 and $110,000. This steel penny was minted by mistake and there were not a lot of them around.
A genuine 1944 steel cent is worth thousands of dollars. One sold at auction in 2008 for $373,750. To determine if a 1944 cent is steel or zinc-coated copper, test it with a magnet. Copper is not magnetic.

The vast, vast, vast, majority of 1944 pennies are copper. If it sticks to a magnet it /might/ be steel, though you'd have to take it to an expert to make sure it wasn't altered from a steel 1943 penny.
