Face value is $5. Collector value in Fine condition would be about $10 according to my not-too-far-out-of-date Blackbook.
The US didn't print any blue-seal $5 bills dated 1950. Please check again and post a new, separate question.

This is normal for 1950 $5 bills. In circulated condition, it has no added value. A gem crisp uncirculated note is worth about $15
