Your set is uncirculated but not proof. Proof coins are specially-struck with a mirrorlike finish, and are made only at the San Francisco Mint. The P and D sets are taken from normal circulation strikes. As of 12/2010 its value is about $8.
There is no preset wholesale or retail value. Most dealers have to buy a little below the spot price of silver to make a profit on a 1960 P-D mint set. Today the set has about $35.00 worth of silver in it. In my opinion it would have a wholesale value around $30.00.
