If it's not a uncirculated or proof collectors coin in the mint package spend it.
The US did not make any silver coins dated 1978, if the coin is a large size Eisenhower dollar its likely only face value unless its Proof or Uncirculated.
Please check your coin again. LBJ was never on a US $1 coin. All $1 coins minted from 1971 to 1978 carry a picture of President Eisenhower.

Very common coin in mint state condition, and have no collectible value in circulated condition under grade of EF-40 . But people do keep them for some reason.
1978 Ike dollars were made of copper and nickel, so what you have is a gold-plated coin. This was done by a private company somewhere, NOT the U.S. Mint. Being that the coin was altered, it destroys any legitimate collector value, but they sell as novelties for around $10 on eBay.
