The U.S. has never made pennies out of silver. For one thing, they'd have more silver than dimes did, and it wouldn't make too much "cents" to give away 9 cents on each coin!

What you have is a coin that's been plated. It's considered to be an altered or damaged coin, and is only worth 1 cent.

These coins are still potentially in circulation so, unless they are part of a Proof or uncirculated mint set or are individual Proof or uncirculated coins and in absolute mint condition, they are worth 1 Penny.

A British 1991 bronze Penny (Elizabeth II)(Proof FDC), uncirculated and in absolute mint condition could fetch up to £1 GBP.

A reputable coin dealer will be able to give a more accurate valuation.

Check the date again. Steel pennies were only made in 1943. Your coin may be silver plated for decorations or jewelry.

Due to the high mintage of pennies in 1991 (over 800 million), 1991 Canadian pennies are not collectible and have no numismatic value. They are worth their face value.
