Condition is everything when it comes to bills.
If your bill is wrinkled, torn or has a large crease, it is likely to just be worth face value. On the other hand crisp, uncirculated bills do have a modest premium over face value ranging from $30-40 or so.

As you have seen in many other postings, a bill's serial number almost never has anything to do with its value.
Please post a new, separate question with the bill's date and what letter if any appears next to the date. Serial numbers are counters and security features, but don't help to ID a bill and only affect its value in special cases.

The percentage of a partial bill really has little to do with its value. Any bill is worth its face value if it contains a complete serial number and any part of the other serial number.
