Minimal value for this stamp indicates that the cost is in packaging and tracking and not the stamp itself. A dealer isn't going to be interested in purchasing a single copy. You would be better to use it for postage rather than trying to sell it. Or trade with another collector!
I believe you are referring to Scott Catalog # 1126, 4 cent, NATO, issued as a commemorative stamp in 1959, April 1.

Face value is 4 cents.
Because of the large amount of stamps printed for this issue(45.5 million, page 529) most dealers will pay you about 80% of face value or 3 cents for new stamps.

I believe you are referring to a 23 cent stamp. That is Scott Number 2181. It has a minimal value and can be purchased for about 20 cents.
