It is a Smith & Wesson, possibly a model 17 K-22 Masterpiece. They were made from 1947-1993 (in the blued version shown in your photo) and are extremely good target guns.
You do not say if the revolver is a 4in,6in or 8 3/8 in barrel,and weather or not it is blued or nickel finish.I have seen these smith,s going for between 550-750 dollars on gun broker recently.I hpoe this answers your question.
You need to get it lettered by S&W. What you list is a non-standard barrel length. If factory, seek professional appraisal.
The barrel length you give is not a standard one. You need to contact S&W to verify that it left the factory with that length barrel. It will affect value.

Your serial number and good description helps pinpoint this Smith and Wesson as a model 38 single action second model(model 2,2nd issue) which was made from 1877-1891.The serial numbers ranged from 1-108,255.If you have a barrel length of 8in,or 10in.this will bring a premium.There is also a premium for a blued model with mottled grips.I hope that you find this information helpful.
Assuming you were asking about value, will depend on model, barrel, blued or stainless, and condition. Somewhere are $300-$400. Excellent revolvers- well made, accurate and durable.
Anything in the area of %300 would be fair. Much less than that in good condition is a steal.
