Well, for starters it's not the Declaration of Independence, it's Trumbull's picture of the signing of the Declaration.
That design was first used in 1976 in honor of the US Bicentennial so your bill is relatively recent. Unless it's crisp and uncirculated, it doesn't have any extra value. If it's in brand-new shape it might retail for $3 or so, but a dealer is unlikely to give you much if anything over 2 bucks for it.
