If it's a 1923 coin, then that's probably a D instead of an O, because the last year for New Orleans coins was 1909. For a '23-D, it's worth around $26 in circulated condition and nearly $40 in uncirculated condition.

The only mintmark a 1928 Peace dollar can have is an "S" for San Fransico. Look at your coin again and post new question.

As of 9-4-2011 these coins are worth $38 to $55 in circulated condition. In uncirculated condition the are worth $144 to $41,000. This is not a rare date among Morgan silver dollars.

Are you sure that's not a D? The New Orleans mint stopped making coins after 1909. Now a 1921-D Morgan is one of the most common dates for silver dollars, currently worth about $21.
