That's an interesting error called a "gutter fold", and it's caused by a crease in the paper sheet on which a set of bills is printed. Retail values are normally in the $35-60 range.
Depending upon condition it could be worth $300 to $500 or more. Is the entire 3rd printing missing or just the seal?
