The value is based largely on the value of silver. Silver right now is about $28/ozt, 25ozt of .925 silver in the set, that's $647.50. Because it's in mint condition and moderately difficult to find you can add a bit more, but probably not much more than 25%, at the most, so between $650-$800.

Odds are good you can get what you paid for them, in excellent condition. But likely no more than that. "The Franklin Mint" generates hundreds of "collectibles" every year. Their actual "collector" value is to the person who buys them, and that's fine, of course. The disclaimers they sometimes run with the ads saying things like "Only 1,200 will be cast!" is an attempt to drum up business. If they get orders for 32,000, believe me - they will cast 32,000.

Is the eagle side of a 1923 peace dollar upside down?

No. Like all US coins, it was struck using 'coin orientation.' If you turn the coin from top to bottom, the reverse will be right-side up. With 'medallic orientation,' used for official US medals and by some countries for their coinage, if the coin is turned from left to right the reverse will be right-side up.
