It's privately made by "colorizing" a standard bullion piece. The underlying eagle coin has one ounce of .999 silver so its value is roughly that of one troy ounce at whatever the going rate is on a particular day (see kitco.com, CNN Money, etc. for current quotes).

However the added color is not usually considered anything that adds value, except perhaps among a few niche collectors of altered coins and coin-like items.

Colorized bullion coins have no numismatic collectible value. Unless you find someone that wants it, the value is only for the silver, about $30.00.
