I've heard one story where the piercer went around the vein in the middle of the girls tongue somehow but it's supposed to be dangerous and I'm not sure that they're supposed to do it
No, you can not see the third vein in your tongue. But, there are 2 main purplish, sublinqual veins you can see underneath your tongue. But consider all the taste buds you have as well.
It depends on the person. Usually you don't get your tongue pierced if your vein is in the way because it causes excessive bleeding.

Actually yes you can. Some people have a third vein running down the middle of their tongue and when one gets a tongue piercing it is done in the middle of the tongue. So when the needle pierces it it will bleed more than tongues w/o that third vein would. But you can still get a tongue piercing if you have that 3rd vein. All professional piercers know how to control bleeding. It's in their training
