It means someone's measuring the frame incorrectly. you measure from center of bottom bracket to the top of the top tube. Some companies measure to the top of the seat tube, but never the top of the seat.
It's a size measurement, taken from the center of the seat tube(the tube that the seat post goes into), along the top tube, and to the center of the head tube(the tube that the fork goes through at the front of the bike).

Remove the screw behind the seat that goes into the top of the rear fender. Lift the rear of the seat and pull straight back, away from the fuel tank. If there is a passenger grab strap, you can pull the seat through the strap or remove the strap.

On the 1997-2000 Ford Expedition models the 3rd row seat are remove by. Folding seat in half then pull handle in the rear of the center of the seat bottom portion of the seat up. Pull handle and push top of seat forward. Be very careful the 3rd row seat is very heavy. Best bet is to get someone to help to fit it out.
