They are both VERY different. A Navy servicemen is in the Navy. A Marine is in the Marine Corps. The Marine Corps is just a department of the Navy.
The US Marine Corps Memorial located at Arlington Cemetery is dedicated to the men who fought and died in the Marine Corps. The Memorial depicts the flag raising on Iwo Jima which was a very costly battle of WW2.
Marine Corps and Army ranks are slightly different, but in both the Private (E-1) is the first and lowest rank. The highest USMC rank is General, Commandant of the Marine Corps, equal to a four-star Army or Air Force general, or a Navy admiral.

That handles the US Marine Corps, but there have been marines in earlier times and surely the Phoenicians had them hundreds of years earlier for both internal and external security.

Yes, they are two different armed forces. While the US Marine Corps is a part of the Department of the Navy, they are still separate. They cooperate very closely and the Navy provides the Marine Corps with Medical resources.
