It was passed in order to put into effect specific enforcement and punishment provisions in order to put the 18th Amendment, prohibiting the use and importation of alcohol, into effect. The 18th Amendment itself had no provisions for the kinds of punishment that would be meted out for violation of it; therefore it was fairly useless as a deterrent.
