To control water pressure, the applications are many.
any radiator has 2 hoses, one going into the thermostate housing on a engine and one coming from the water pump
you can improve water pressure by installing a booster pump or if on a well then turn up your set pressure. If you had good pressure before and now are having poor pressure then it could be many reasons.
If you meant to ask "How DO many towns......", by pumping water into elevated tanks.
There is no ideal pressure. Of course the oil pressure will be higher when the engine is cold. After it is running and at full operating temp, the pressure should read at least 10 lbs while idling. The pressure will be directly related to how many miles are on the engine and the amount of wear. A new engine will have around 40 lbs when hot and running at 2,000 rpms, and around 30 lbs at idle.
There are many different ways to use a 'water pressure pump' . Any water pump will build up pressure, this is the basic principle of well pumps, and similar. Most are 'used' by a pressure switch which turns the pump on when pressure decreases to a certain point.
Many pressurized water fire extinguishers are charged with air at 100 psi.
There are many 4.3 liter engines. In order to know where the oil pressure sensor is located in a 4.3 liter engine, the brand would need to be known.

Static or pressurized tank?
Many things have no engine and can't travel on water or air, a bicycle and a brick are two examples.
Low oil pressure can be many reasons bad or dirty sensor at right rear of engine or your car can have a sensor in the side of the pan passenger side. a weeping head gasket allowing moisture or a water pocket to build up at the sensor water cant properly pressurize the sensor.....
