Beneath the answer you will find the name of the contributor that answered that question. (You may have to scroll down.) Click on the name. You will get his or her Bio Page. On the left click on "My Message Board" and when that opens, scroll down for the Message Block. Enter the Message. Click Send and its on its way.

Everyone who uses the site is a contributor. You could talk to them in the Community Forum. Or if someone answers your question or gives an answer you like, you can find out who they are in the answer history and then leave them a personal message. It's usually used when somebody asks you a question. "I will not DIGNIFY that question with a response." Although you could leave out the word question, depending on the context.
