The device you describe is usually called a "Weathervane", and it indicates the current direction of the wind. In early weather forecasting, watching changes in the direction of the wind over time, along with changes in barometric pressure, could give a fairly good weather forecast over perhaps a six hour time frame.
Modern weather stations usually also include a small propeller based device on the vane that measures wind speed. To measure the wind speed correctly requires that the propeller be oriented in the direction of the wind, which the vane achieves nicely .

It is an instrument for finding wind direction. They are usually found on the top of church spires, or tall building. They can have various shapes, but all have an arrow which points into the wind direction. The tail of the vane may have something like, ship. or farmer with a scythe etc., to balance the vanes pointer against the wind flow. Do Not confuse with an 'Ananometer', which measures wind speed.
