There is a distinction between believing one is above the deity and not believing in the existence of the deity. For someone to believe that the deity exists and still to truly believe that she/he is above the deity seems symptomatic of mental illness. That person would have to believe the self to be a god. There are very few such people around. Maybe words like megalomania or extreme narcissism would fit. I have heard a popular and non-clinical term that may work here: God-Complex. Non-believers, or those who are seriously doubtful (atheists and agnostics) would definitely not belong in the category of those who believe themselves above the deity. Believers may find it easy to insult such people, but that is not a very positive testament to their faith, and not a useful way of witnessing. It seems that believers would do well to allow what they refer to as the Holy Spirit to do his work and not intentionally get in the way of it by seeking judgements against people who are different from them.
There is no specific name for such a person, but the idea that our God must somehow have a God of his own is a deeply intellectual and existentialist question which philosophers and theologians have been struggling with for Centuries now. It has preoccupied some of the world's greatest thinkers and academics, who so far can only conclude that if God Himself is answerable to a yet greater higher power, then that higher power is incomprehensible to our minds and that we can only, as mere mortal humans, relate to God as we understand him without going any further. There was a vaguely punkish rock song released by an English band in 1988 who's name I forget, entitled 'Who Is God's God'? which summarises the question.
