The turn signals are controlled through the hazard warning switch. I have an 01 Alero and had the same problem. I had to replace the hazard warning switch. The dealer wanted like $90 for the switch, or you can try a salvage yard, which I did and payed $10. Hope this hepls.
Possible could be just the switch. Try and find one at the scrap yard and check it out.
the switch yard consist of the buss, breakers and switches. where as when you add step up or step down transformers with or with out LTC'S (load tap changer).
This happened on my car-it turned out to be a blown headlight fuse(15amp) and the hazzard switch on the left side instrument panel. Went to a junk yard and bought a new switch and replaced the blown fuse and ta-dah taillights I also replaced the dimmer switch also.
