The second rarest card is split between several, they are the Worlds first and second place prizecards. They are,
Ulevo,
King of Destruction - Xexex,
Testament of the Arcane Lords,
Chimaera the Master of Beasts,
Tyr, the Vanquishing Warlord,
Aggiba, the Malevolent Sh'nn S'yo.
Only two cards exist of each of the above, though Testament, Chimaera and Tyr received super-rare reprints at the following year's participation card.

Yes, Raviel, Lord of Phantasms is a Yu-Gi-Oh! card.
It's just part of a trading card game of Yu-Gi-Oh!
There is no legitimate Yu-gi-Oh card with that name.
the 5 star yu-gi-oh card
No. The Yu-gi-oh card maker is just for fun, and not officially affiliated with Konami (the company that owns Yu-gi-oh). You can just make cards that look like it but you can not actually print it like a real yu-gi-oh card.
I do not play the Yu-Gi-Oh card game with my friends.
