The throttle controls the governor which regulates engine speed.
The governor is the screw by the throttle on the hand grip take it out and no more governor.

The easiest way is to just locate the throttle shaft (not the choke shaft!) and unclip any rods, links, or springs. You'll have to rig up a way to manually control the throttle plate, because the speed control adjuster (the turtle/rabbit thing) works on the governor spring, not the throttle itself. Also, defeating the governor mechanism is a great way to destroy the engine!

In most cases the governor can not be removed, without it the engine runs wide open and theres no way to slow it down. There are other cases where it is just a limiter on throttle travel, and those can be adjusted to give you some more throttle.

if its a 2-stroke the governer is a little black block that keeps the throttle from opening.so watch the throttle on the carb as you slowly open it.just remove about half of it though or else the throttle will start to close again

It may not be your throttle cable it might be that your governor is stuck.
