As you push him he giggles, oh what fun. He is now moving (v = 6 m/s, not 0). Your friend said, "Do that again, and I will time how many seconds it takes for you to get him going that fast." It took 2 seconds for you to reach a velocity of 6 m/s. That means you were accelerating at a rate of 3 m/s each second.
When you push the wagon, you exert a force, which causes the child and wagon to accelerate.
